HOW TO DETECT FAKE CAR DOCUMENTS (1)

As an experienced person who has been dealing with vehicle documents for long, I can detect a fake without any hassle.

I must confess, charlatans who peddle fake car papers have upped their ante in recent times due to advancing technologies. Nevertheless a fake will always be an imitation of the original. One of my favourite quotes is "the original never knew his worth until the fake showed up."

FACTORS TO CONSIDER

- VALIDATION WEBSITES: The best way to detect a fake document is to verify it online. Some notable websites are:

- COLOURED PHOTOCOPY: With the advent of the modern photocopier, con men have used the opportunity to make clones of the original copy. They print the respective information over the duplicates. However some caper papers have embedded security features that the fakes can't match. Important things to note here are the font size, over all layout, the sharpness and attached nylon gum(if any - check the perfection of the cut).

DOCUMENTS REQUIRED BY AN E-HAILING CAR SERVICE SUCH AS UBER/BOLT/OCAR:


The current clampdown of VIO officials in Lagos State on the e-hailing car services providers has been going on for more than three years.

My former thread that was deleted by the Moderators featured a topic similar to these where I listed valid documents to be procured by these service providers in order to avoid disruptions on their journey.

The genesis of the confrontations can be traced to the Yellow Taxi Cabs who noticed their business was been taken over by "a largely informal and unregulated innovative disruption". The Yellow Taxi Cab operators were required to repaint their vehicles to the famous yellow colour before obtaining an (expensive) operating licence, hackney permit, six-month roadworthiness certificate and LASDRI card while the modern, trendy and superior e-hailing service providers weren't.

The new generation App-driven service evaded this strict regulations and were highly profitable because they had a better business model. This drew the envy of the leaders of the Cab drivers who were also members of the NURTW - a very strong (financially and politically) pressure group. They used their connections in the Lagos State Government to eliminate the threats posed by the tech-driven car service providers.

As the news of the profits declared weekly by the Uber/Bolt drivers spread, more people joined as driver/partner owners while the Yellow cab taxi drivers resulted to carrying passengers with goods in order to survive.

The recent wave of persecutions may not be unconnected to the new minimum wage structure and the massive drive by government to meet up with the monthly salary and also put in place the necessary infrastructures. Thus creating new revenue models, the recent increment in VAT in the new financial bill comes to mind.

I am very much pleased with the efforts of the PEDPA - Professional E-hailing Driver Partners Association who summoned the courage to meet with the Special Adviser to the Governor on Transportation, who has ordered the suspension of the clamp down on e-hailing drivers.

My heart is with this e-hailing drivers/partners because they are very hardworking and are about 95% of my online clients. Hence I would advise them to join any active association, and to obtain a hackney permit and LASDRI card till the government comes out with modalities for operation.

LASDRI Card can be obtained by the driver who will undergo a brief training after presenting his driver's licence. The official rate is #2,000, but I advise people to hold #1,000 extra for "settlement".

The vehicle owner should procure a hackney permit for his car.

HOW TO RENEW YOUR DRIVER'S LICENCE ONLINE - (DO IT YOURSELF)

1. Go to http://www.nigeriadriverslicence.org and click "Renewal of Driver's Licence" under "DL Application"

2. Enter your details and submit the forms. Remember to select 'No' under the Repeat Biometric Data Capture option (Except you want to repeat biometric capture which can be time-consuming)

3. Pay online using your Visa or MasterCard

4. Print 2 copies of the Driver's Licence Application Preview Page

5. Make 2 copies of your current driver's licence

6. Get 2 passport photographs

7. Head to your selected FRSC Capture Center with your original driver's licence

8. Submit the forms, pay N2,500 for the VIO test/CD, make all needed photocopies (Lagos State Only)

9. Collect your temporary licence and check back in a month for the new one.

LASG LAUNCHES NEWLY DESIGNED ARTICULATED, ALLIED VEHICLE NUMBER PLATE

The Lagos State Ministry of Transportation, through the Motor Vehicle Administration Agency (MVAA), on Thursday launched the newly designed Articulated and Allied Vehicle Number Plate (AVNP).

Speaking at the launch, the Honourable Commissioner for Transportation, Dr. Frederic Oladeinde, who was represented by the Permanent Secretary in the Ministry, Mr. Sewedo Oluseyi Whenu said that the development is to further prioritise safe motoring measures for crime detection on Lagos roads.

According to him, one of the major benefits of the initiative is the creation of a robust database for all articulated and heavy-duty vehicles, especially those that ply State roads.

“As you are all aware, it is quite difficult to manage or deal with any problem effectively if you can’t measure it or have verifiable data. The essence of the database is, therefore, to provide and share valuable information and data on an articulated vehicle with the law enforcement agencies, the Nigeria Police and the Vehicle Inspection Service (VIS) for safety and security as well as crime investigation and detection purposes”, he stated.

Oladeinde disclosed that all new vehicles coming into the State through the Ports will be required to obtain the Temporary Vehicle Tag (TVT) to be issued by Motor Vehicle Administration Agency (MVAA) as a means of identification for yet-to-be-fully registered, newly-acquired vehicles pending full registration.

He maintained that the new Articulated Vehicle Number Plate (AVNP) scheme has been designed and simplified to engender user-friendly and seamless procedures for the issuance of the plates, assuring that the pricing regime for the plates is affordable.

Also speaking at the event, the General Manager, Lagos State Drivers’ Institute (LASDRI), Mrs. Afusat Tiamiyu appealed to drivers to ensure that they upgrade their driving skills by enrolling at the Institute for training, stressing the Agency has skilled personnel who impart knowledge required for safe and precision driving.

The General Manager of LASTMA, Mr. Olatunde Oduyoye, in his remarks, stated that complying with traffic regulations ensures sanity on the roads, pointing out that if there is a free flow of traffic, there will be reduced lawless activities on the roads.

Earlier, while delivering her welcome address, the General Manager MVAA, Mrs. Lape Kilanko reiterated the present administration’s resolve to form an all-inclusive government.

She gave the assurance that MVAA will continually review its policies to provide services that are customer-oriented and tailored towards the ease of doing business.

Others present at the event include the Special Adviser to the Governor on Transportation, Mr. Oluwatoyin Fayinka; General Manager Traffic Radio, Mr. Tayo Akanle and General Manager Lagos State Traffic Management Authority (LASTMA), Mr. Olajide Oduyoye among others.

How to Register for a Police Biometric Central Motor Registry (BCMR)

There are five (5) steps a vehicle owner will take to get registered on the PoliceBCMR system;

STEP ONE
Log on to www.policebcmr.org for your pre-registration, enter your personal data and that of your vehicle registration particulars (a valid vehicle license, insurance certificate, proof of ownership and MOT certificate) from here a payee ID and access code will be generated for you.

Note: For computer illiterate, visit any nearest designated PoliceBCMR registration center or cyber caf close to you for help.
STEP TWO
Take the payee ID to the nearest designated bank to purchase the BCMR pin for biometric capture. There is an option to pay online with your ATM card or buy PoliceBCMR scratch card to get the BCMR pin.

STEP THREE
Take your BCMR pin to the nearest policeBCMR center, alongside the original copies of your vehicle particulars (a valid vehicle license, insurance certificate, proof of ownership and MOT certificate) for verification. Here your biometrics and details of your original vehicle registration particulars will be uploaded to the PoliceBCMR database.

STEP FOUR
After successful capturing of your details on the PoliceBCMR database, a temporary slip will be printed for you as a proof of your registration pending the readiness of your PoliceBCMR smart card.

STEP FIVE
You will receive an sms notifying that your PoliceBCMR smart card is ready for pickup at the bank where you registered.

I was charged 32.5k for everything (all car particulars including change of ownership, proof of ownership, vehicle licence, insurance, police clearance, allocation of number plate, etc).

I'm being billed 45k.
but I want to retain the number plate for the car since we both are ok with it

RULES FOR FRESH DRIVER'S LICENCE APPLICANTS

The relevant traffic regulation such as the National Road Traffic Regulations, 2012, Regulations 45(2), 52(1) and (2),50(1) and 45(3)(e) provide for an applicant for the driver’s license to meet the following conditions be 18 years and above, be physically and mentally fit, pass a driving test and pay the prescribed fee. However, the law has also made special provision for age limit of applicants for commercial or professional drivers licence(not below the age of 26-Regulation 45(4)). After these, such an applicant will then qualify for a driver’s license valid for three years.

However, in the face of the spate of road crashes in the country and the need conceptualized new ideas in keeping within global best practice, the Federal Road Safety Corps (FRSC) through the driving school standardization programme made it mandatory for fresh applicants to attend certified and approved driving school.

Specifically, the National Road Traffic Regulations 2004 mandates all learner drivers to observe the following rules: attend a certified and approved driving school as a prerequisite to obtaining a fresh drivers license. The rule has been amended specifically with respect to fresh applicants. The new rule requires applicants obtaining a Drivers License for the first time must do the following; attend a training at FRSC accredited Driving school for at least 26 working days, after which they will be presented by the Driving school to the Vehicle Inspection Officer/Road Traffic Officers for a driving test. Applicants must pass the driving test and obtain a certificate of proficiency for the new license from the VIO. After this, applicants will make payment online via the pay4me or make direct payment through the platforms at any bank.

The applicant will then submit completed forms to the State Board of Internal Revenue for endorsement, collect payment receipt for State Board of Internal Revenue where applicable and Proceed to the Drivers License Center for biometric data capture. After the biometric exercise, applicants will obtain temporary Drivers License and pick up the original License at the State Board of Internal Revenue office after 60 days.

Meanwhile while still learning, the learner driver must display an ‘L’-plate for learner, which is a square plate bearing a sans- serif letter ‘L’ for learner, which must be affixed to the front and back of a vehicle in many countries, if the driver is a learner under instruction or a motorcycle rider with provisional entitlement to ride restricted motorcycles.

Section 27, subsections 1-3 of the National Road Traffic Regulations spells out the details as applicable to learner drivers. A learner driver when issued a learners permit, must be accompanied by a licensed driver-instructor sitting beside him to drive a vehicle or type stated in the permit from a period not exceeding three months from the date of issue on the highways specified in the permit. Besides, the permit in itself forbids the learner from carrying any person no matter the level of affiliation except the instructor. In addition, the learner-driver must at all times comply with relevant traffic rules and regulations.
