For normal browsing, yes you can. To play online games, you cant.

Downside to not upgrading is that you cant play very recent games. Which is the case with any hacked PS4. The newer the game, the higher the firmware it needs. Nonetheless, if you love adventure games, you have a broad range of games to play.
