I doubt it will hurt his chances, but he needs to move fast because PTDF categorically stated that they will want to see transcripts at the interview, so he should have started processing the moment he applied for the scholarship

At the first advert, it was stated that those who choose Schools in Germany to select Abuja, now they are giving chances to choose another centre, will it be wise to change centre or stick with the Abuja choice.

The advert still holds true, and they're perhaps giving other people options

Please if you are shortlisted and your interview venue is Enugu or Abuja, can you please let me know your interview date. I will be coming for the interview from Germany and already have important appointment I cant change from 16th until 18th March. I need to choose a date that wont fall on this appointment and I feel the only way to achieve this is based on this venue selection.

Transcript would not matter on interview stage.

transcript would only be compulsory if you are awarded the scholarship. you can attend the interview without transcript. that is how it's done last year.
your your Waec /NECO &Class of degree , publication etc are what matters now
