I don't see it as plagiarism because University of Ibadan did not use it to for academic purpose.

WHO template indeed, a memo released in a University and on the University's official handles is not for academic purpose, there is no justification to such level of incompetence

Thats why students before and after graduation shouldn't be arguing about which school is better (like we see some dumbos do on twitter). These schools no send. They only care about giving u admission, collect ur school fees and give u certificates. Most people learn other skills outside school. They only provide u with soft skills.
