Best way to declare way is to bring about meaningful infrastructural development and likewise improve human development index. Develop neighbourhoods improve living conditions and you'll have most of this issues solved.

People will go to toilet. It's a biological imperative. Giving birth is not a must. It's a choice. Now that we have an unmanageable population, this is where government comes in. Not by passing a stupid law banning open defecation, but:
1. Banning out of school children phenomenon. Illiteracy is the number one enemy.
2. Assisting people to improve their financial situation. Many houses in slums don't have even a pit latrine. If the houses people live in have latrines, they'd much rather go at home.
3. Government should build public conveniences. Modern, highest grade toilets - like you find in Shoprite - and get people to pay to go. You'd be shocked how much you could generate.

Environment defines dwellers habits. It will be difficult for anyone in his/her right senses to trash on a conspicuously clean environment. Instead of making humans seem like animals government should rather make humans feel super humans.
Most developed countries have free education up to Primary six equivalent or some cases high school leaving level. Not that they had it to sustain their growth but they had it to get to where they are.
Education has high impact on reasoning though different from enlightenment hence a means to enlightenment.

Man wey dey live for ghetto go behave like ghetto, and man we they live for Banana Island go get contemporary sense too.

Its a big problem in South West a disgrace to the Yoruba race. The number of pple that do it has increased since colonial time. Lets not lie to ourselves ..i fight almost everyday with people defecating or dumping rubbish near and in my semi urban farm. The streets stink of poop

Oyo state governor and others should take this up seriously. Its so bad for a child to openly defecate and tear a school book to wipe his ass. And his mum and dad do so too

Why do people defecate in the open? Because there are few places to do your business.

Rather than declare "war" and waste a whole bunch of energy and resources, Yobe should build public toilets, ensure that people have working toilets at homes and schools (including funding), and sensitize people. But that is hard and will interfere with the governor's traveling and squandering of public funds, so hence taking the easy route and banning it.

We really like to ban, ban, ban, ban. No understanding or appreciation of the fundamental issues, nor the patience and political will to play the long game and do things right.
