Can any Civil Engineer explain why this Road was constructed this way?

The one excuse I'd buy into is that, there's a site somewhere around the red mark that needed protection.

The stretch space isn't much for a smooth slope downwards move for vehicles coming from the top so a circle needs to be made in which as you go round you don't only circle but also doing a downward move to enable the vehicle archive both a smooth upwards and downwards movement, I studied petroleum and gas engineering though.

To slow the car down. The road was straight. Constant accidents made them construct that thing.

The difference btw the grade and at-grade is much... Therefore introducing a straight flight will be too steep.. I believe that was why the gradient was applied to allow constant climb for incoming vehicles
