I really don't know how to answer this but I still placed an order last night. My response wasn't direct cuz I don't know if ban on inbound international flights will affect cargos too.

exactly, i had similar incident in 2018, item of 12 dollar, i contacted seller after i received the item 3 months later. seller said no problem, that i could keep the money.
some sellers choose not to ship to nigeria, cos of this and other related issues, and we are the ones suffering for it

Correct! That is the ish....most sellers will tell you to keep the refund as gift or ask you to pay a % only. I've had several of them. That's why I don't recommend dispute as soon as 60days elapses; just request for an extension first.
