Racoon:I know you dislike buhari but in this regard, the fault is from nass and you indirectly admitted to it.it is common know ledge that whenever the fg is carrying out any poverty alleviatiin program or giving out grants or carrying out recruitment or even presenting budgets, the lawmakers usually have a huge slice and they are used to it.fr the first time, the fg stopped them from having any input in the sip program nd they have never hidden their disdain and anger. This simply presented an opportunity for then to blackmail or take a pound of flesh from the executive.yesterday Mrs uwais gave a summary of account and even promised to give a more indepth and detailed account. If the lawmakers are really serious, they should ask for the state and lg coordinators and even get directly to the beneficiaries to get first hand info and not hound the executive. By the way,the statement credited to lawmakers that they dont know the beneficiaries personally should show you their true intent.how can they know 1 million beneficiaries? How many staffs of nass do the lawmakers even know personally? Must they know them? When did lawmakers start knowing fg beneficiaries? the slots usually allocated to each lawmaker to nominate for fg vacancies, how baby do they know? |

Esseite:You are right.the planners of this particular scheme did not do it well.i think the thinking was that since the beneficiaries are at the rural areas,it will be stressful and counterproductive subjecting them to bank processes.you know, many rural areas do not have banks.again, this particular process was designed for table payment.even if death occurs, the fg wont know except no one wants to take advantage.since you have indirectly given thumbs up to npower, extend it here.mind you,it has been largely successful |

ODB2:*“I have consistently reminded both NASS Committee Chairmen on Poverty Alleviation that there is no social protection programme in the world in which politicians are responsible for selecting the beneficiaries of cash transfers.* *“All successful social protection programmes extract their beneficiaries from an objective community platform, if only to ensure that the poorest of the poor are supported out of poverty in an inclusive, community-driven and timely manner.* *"Since poverty knows no ethnicity/religion /political affiliation, the process must be insulated from influences that are likely to deviate from achieving the desired objective of alleviating abject poverty, rather than be used for patronage or as compensation for loyalty.... Esseite: The National Cash Transfer Programme derives all the cash transfer beneficiaries from a National Social Register (NSR), comprising State Social Registers that are developed and hosted by the State Ministries of Panning of each State. The process for objective identification of poor and vulnerable households is as provided in the Financing Agreement (F.A) signed between Nigeria and the World Bank, for which purpose the World Bank IDA Credit and the recovered funds from the Abacha family are being utlised. The process involves a poverty mapping of the LGAs in each State, community mobilization, targeting and identification supported by trained enumerators at State and LGA levels, after which each of the households identified by the communities is visited and data collated, which information includes fields such as the size of household, age, gender, persons with disability (if any), assets, vocation of head of household, educational qualifications (if any), dwelling house conditions, etc.In addition, the only reason National Assembly members are complaining is because they want to compromise the National social register. They want to put the names of their political cronies and fronts so that they can start benefiting from the program indirectly. In fact one of the major reason the program was moved away from the OVP to the humanitarian ministry is because some people in the villa want to compromise the register but Mrs Uwais won’t play ball. If some of you can remember, even the First Lady publicly complained about the program because she cannot put her people on the register. They eventually got a timid lady who will dance to their tune as the minister in charge of the program. Since she took over, it’s been one problem or the other. |

The problem here is simply a case of a bigger crook outsmarting the smaller crook.FG is the former while the rubberstamp NASS leadership who feel cheated out are the villains.
