All these shouldn't be the work of just one person. They are different areas, if you possibly see anyone that wants to handle all, it will likely not end well for your start up.

You shouldnt expect a network person to build and maintain your website, nor do your computer repairs

due to our budget,we need one personel to oversee the IT unit we will outsource the repairs all that.
