All hospital and clinics, should mandate their staff to wear full PPE, when treating any patient that comes for treatment.

Very good question.
It simply means they didn't observe the right safety protocols nor did they make use of effective PPE.
Many hospitals are guilty of this and it's really silly of them as hospitals to be falling victim to infected but untested patients

Sorry for this. But i expect medical personnel to be extra vigilant at this period by using PPE when handling patient for any type of case,,whether Covid -19 or not. How come they were so careless to make themselves vulnerable to the deadly virus. Anyway I pray God will heal them asap.

PPEs do not give 100 percent protection. The patient tested positive after discharge, hence the need to test all the staffs and decontaminate the hospital.
Other patients might have had it and come to the hospital. Also, staff to staff transmission is there.
We have also heard of how long the virus stays in surfaces and door handles. The staffs could have gotten it anywhere..
I personally don't think the mode of transmission of this coronavirus is fully understood.
In all, i pray God grants speedy recovery to all those infected with this virus
