I think that Ironsi was the best Military head of state Nigeria ever had, for the following reasons

1) Unlike all other Military rulers in Nigeria, Ironsi never participated in any coup, either to bring himself or any other person to power

2) Ironsi is the only Military head of state who elected political leaders "willingly" handed over power to. The Nigerian Senate actually invited Ironsi to take over and handed over power directly to him.

3)Ironsi's Regime is the only Military regime that has no allegation of corruption to this day. Ironsi ran an austere regime and kept a close eye on the spendings of those he appointed. Ironsi was so frugal with money that the day before he was killed, while being hosted at Government house Ibadan by the Military Governor of the Western Region, Lt Colonel Fajuyi, Ironsi insisted that they only eat Sandwiches and dink water, as opposed to expensive champagne and banquet other Military leaders would later insist on.

4) Ironsi was the only Military head of state who maintained true federalism. Before Ironsi came to power, Nigeria was a federation of 4 Regions with each Region having resource control and fiscal responsibility of paying the Federal Government 25% of what each Region realised. This act of controlling resources and paying the Federal government an agreed percentage, as opposed to what we have now where governments controls resources and pays the states, is what made Nigeria Federal in nature. Ironsi made sure this proces continued. Other military governments, such as that of Gowon, abolished the 4 Regions, took away resource control, removed the fiscal policy and embarked on creating states, thereby destroying true federalism in Nigeria. The Decree 34 a lot of people like to talk about was just about unifying the structure of the civil service and that has nothing to do with true federalism.

People like you are busy talking about "unification decree" and neglecting what was on the ground. Decree 34 designated Nigeria a "Republic", Nigeria was already a Republic at independence. The Decree designated the Regions as a "group of provinces", the Regions were always a group of provinces.

In essence, decree 34 did not really change anything about Nigeria. What is important to note is that the essential ingredients of true federalism such as resource control and fiscal responsibility remained in place under Ironsi. The 4 Regions of the time remained intact, they kept the bulk of whatever accrued in their domain and paid the agreed 25% to the federal government, as was done before Ironsi became head of state. So what is this incredible thing decree 34 actually did if what was practiced before Ironsi was largely what carried on when Ironsi was there?

Compare that to Gowons decree 14 of 1967 that abolished all 4 Regions, replaced them with 12 states, took away resource control, put all resources in the hands of the federal government, reversed the fiscal policy so that it was now the federal government paying the states.

It was Gowon who destroyed true federalism in Nigeria and this lie that Ironsi did it with decree 34 needs to stop.

The truth is that Ironsi is blamed for things in Nigeria because he was an Igbo man.
