Undoubtedly Lagos, circa '71.
From the cars in the video, mostly Peugeot 404, the lorries- 'bolekaja', the old fashioned buses and styles of haircut and dressing of people in the footage, it's definitely a vintage video.
.. however as observed, little has changed since then. undecided
