But at 15% for the 5 eastern states, this is pretty much higher than the average % for the rest of the 30 states (even excluding Lagos & FCT).

From these pictures, Abakaliki seem to have more 3 to 4 multi-storey buildings, perhaps than Owerri. I may be wrong though
