Please programmers
My word press start giving me attitude recently

I cant add media files it keeps loading
I cant search for plugins it just keep loading
I cant delete plugins it displays (403 forbidden you don't have permission to access this resource)
Monster insight wont load (cant load report data. Error 403 forbidden)

I have search online for solutions i have enabled permission through file manager in cpanel file manager still no result i didn't sleep yesterday because of this
Now am left with no option but to format all files completely
Any solution?

i just realize everything works well on my android but not on my computer

But its still annoying i love using computer to update my site than phone do u know what might cause this?
