1. Give the frontline police officers that will enforce the interstate lockdown "special" compensation.
2. Ensure that they all have cameras on their uniform that "must" not be switched off at anytime.
3. Let them run shifts and ensure that the police officers submit their cameras daily for review by special security analyst within the police force and weekly report should be forwarded to the commissioner of police in that state.
4. The IG should be briefed on activities at the state borders and recommendation should be made how to close gaps identified for subsequent improvement.

For compromising the interstate lockdown: all the CP and ACP of affected states the buses originated and routes passed by the buses should be demoted. You will see if police will do their work or not.

It's all down to lawlessness. When the head is bad the body suffers the pain.
Interstate movement should come with strict discipline for defaulters.
Transportation agency need to call for emergency meetings for their workers to draft out a way whereby everyone sticks to the laid down guidelines and also future policies.
