From the narrative, when one is suspected to have the virus or a contact of confirm case, they would get their sample for test and also get their number and address. When their result is out, they contact them and come to evacuate them. I think the system is wrong. Why not evacuate them for quarantine from day1? Why allow them to stay in their respective homes awaiting results? Many are not well sensitized about the virus. My opinion though.
