Last week, i was in a cybercafe where part of it is a game shop.
I think what u need based on what i saw is 3 to 4 65"tv (preferably secondhand, as it's cheaper & the big screen makes the gaming xperience richer), several ps4 consoles, fan, UPS, generator, comfy chairs.

also site the business where u can easily find young schooling people, like those in secondary sch or uni.
