Innocence lost so early.

But on a serious note, I believe the legs are there to serve one purpose which is to aid the Owl pick up and grip its prey effortlessly and not to aid fast/ rapid locomotion, if you get my point.

I mean, its ability to fly long distances more than makes up for it.

You are exactly correct. Owls don't move long distances for the most part of their lives so the long legs can't possibly be for locomotion.
