The money should be used to feed those that are actually obeying the lockdown rules, everything should not be by force in this country. They can randomly Surprise any house in each area and if the occupants are obeying the lockdown law fully , give them a reward for it and then let the news go round . You will see at least 70% following the law hoping to be rewarded, leadership is not all about muscle.
