If anyone argues too much, they will say his file and the vehicle have been transferred to Force HQ, Abuja for further investigation by IGP X-Squad, and that the IGP is not answeable to any Governor ...Imagine having to pay bail money at HQ rate

It's hard to monitor roadblock compliance across the entire country. They can easily deny it was rogues and criminals in police uniform that formed the roadblock, not them the real police. But this is different, any officer that tries anything contrary can easily be identified and sacked!
