All this were debated and included in the national conferences' recommendations, which Buubu regime tossed away. State policing is another one of it's recommendations but the North doesn't want it as it would be an impediment on their religious war. |

Munzy14:It goes both ways... it's a case of selecting the lesser evil. A - The Executives are a big mess the way they have NASS and Judiciary under its armpit... B - The Governors are a big mess also, the way they control the State legislators and buy cars for the State Judiciary... This only takes powers to the political parties (proxy of the presidency) like we have seen in the current independent NASS and Judiciary. |

This is the first and only major thing in terms of reform that Buhari has achieved. For those of you who are calling the executive order illegal or think there is need for constitutional amendment before the financial autonomy is practicable in State Legislature and Judiciary, sorry you are wrong. The Constitution itself has already granted the entire legislature and judiciary in Nigeria full financial autonomy. Their funds are meant to be pulled directly from the consolidated revenue of the federation and paid to them. What this implies is that once the budget for the legislature and judiciary is signed into law, they don't go to the Governor to ask for cheques (approval). They ought to have independent accounts where the moneys are paid directly into without the President or Governors approval. This is simply what Buhari has insisted must now happen as already intended by the constitution so that Governors will stop seeing State Assembly members as their houseboys since he longer has powers to pay their salaries, allowances , buys cars for them and parad it on the tv and other benefits. Same applies to the judiciary. |

Futuragetty:Pls try to be honest in your assessment, it was Jonathan that refused to implement it due to his secound term ambition. This is why it is difficult to solve Ngeria's problem, people are just too sentimental, they blame u if u implement ur predecessor recomendation and it fails, they praise the same predecessor if u implements the recomendation successfully and they still blame u for finding a away to implement what the same predecessor does not have caurage to implement. |

The 1999 constitution was hurried implementation of Abacha's life president planned constitution with minor tweaks. Abacha planned to transform to a civilian life president, he was to make himself the overlord over the the National Assembly, Judiciary and State Governors, while the Governors were to lord it over the state judiciaries, legislatures, and local government. The president had powers to remove/suspend the leadership of the National Assembly, Judiciary and Governors if they don't play ball. The same applied to the governors having powers over the State Judiciary and Legislative Assemblies and Local Government. It is the powers the Governors are applying to remove local government chairmen, because it wasn't modified, the power of the president to remove/suspend governors was modified in the final constitution which is being used now. ![]() |
