I do not know what to term this development. I think it is welcome as Southern Cameroon will finally have their country. But those in Nigeria will buck at being separated. It may be very advantageous to the new state if they can get their leadership right from inception .i.e if foreign powers will allow them to have complete autonomy.

Bakassi and Adamawa benifited from that when they joined cameroun and Nigeria Respectively.
