you obviously don't do Government contract business in Nigeria, because if you do, you would have known that Government don't go to market to make purchases, contractors do.
So in addition to the price you quoted add first 30% importers profit from whom the contractor buys the trucks from.
Then 10%witholding tax, 10% or is it 7.5%VAT
Then sundry deductibles takes another 5%.
So in this very contract Government deducts 25%or 22.5%of the contract sum.
So already the actual value of the contract is approaching 1.4 billion Naira.
Take out party contribution and other extra expenses and the contractor is going home with about 350 million on a 1.8billion Naira contract.
If a bank funded the contract executiion, another 100million naira will go .
This is for a good case scenario.
What if Aregbe was changed as minister?
The contract may fail altogether and the contractor heading for his village broke or answering to EFCC over a failed bank loan.

Not everything is the way it is.

There might be servicing options and parts warranty that come with it.

When we procure Laptops, each costs almost twice what you have on the market because of add ons, extended warranties and a lot of extra package a regular Joe won't buy. Those things can double costs, also consider shipping and Contractor profit.
