He was decorated police inspector 2004, by 2015 30th January DSP by 2017 SP by 2019 CSP. At the beginning his promotion wasn't too rapid but from his facebook page one could see that when he started rolling with the high and mighty promotion became superfast 2 years on each rank which is abnormal.
The guy is just 38

He entered as an ASP. He is just on the next rank (DSP). Did your guy also join as an ASP (in 2001) and got demoted to Inspector or something? To me it is clear they joined at different cadres.

Your friend joined up as a constable abi? This guy joined as graduate. The timeframe for your friend moving constable to inspector took 19 years (that's if he became inspector this year) while that of Shugaba took 18 years to move from inspector to DSP. So now which is better?

u can imagine and I have someone who is already a commander in the navy in just 14 years, tell me why dis Aisha's ADC won't give the commander a Sound Compliment, when they see, even though ADC got enlisted before him.

Promotion is not solely based on years of service.
