Everybody knows that Obiano has gone ahead to complete roads Obi awarded. In the end, if the roads are built, anyone with the interest of Anambra at heart will be happy.

Even the Agulu hotel which was started by Obi, was completed by Obiano in contrast to the behavior of Nigerian governors. For instance, The Enugu international conference center which was about 95% completed by Chimaroke Nnamani administration has been abandoned by subsequent regimes for more than 15 years now.

Say what u know, most of the roads mention here are abandoned.

Good question! In all the deals, there must be MoU (memorandum of understanding) knowing you'll not be there again (depending of when the contract was awarded) so why pay in full and now the roads has become a Media problem.

Most contracts are paid in full to help small companies. We lack maintenance and follow up culture in this part of the world.

Help "small companies' owned by government officials, that is why they pay the contracts in full. They don't do open bidding for the projects; when is the last time you saw a state government advertise for contractors to bid for a project?
