He cannot do those types of INEC own. They only buy hacking tools and use it to divert money.
The guys that can do that kind of work are the types that tried shiit with Nairaland back then.
For example you can be redirected to a software that looks very similar to your bank account only to login and find out nothing is working but they already got your login details.
They will also need another tool to divert phone number verification.
