No I don't know OTC trade but with your mention of black market I suppose it will be on the dark web. Now the moment you activate your VPN and use TOR browser to access the dark web, the FBI gets alerted immediately and they begin to monitor your activities. So be rest assured that the FBI is monitoring all your activities on your so called OTC trade.
