Most of the taxes went to London then ,and was redistributed to the Colonies based on.need.

This is quite true. That was when we had a nation. It was based on regional government where each was allowed to exploit its resources and develop at its pace until the devil came.

Now the north still has the large expanse of land. Can it go into Agriculture while the south also exploit its resources?

Will they agree on resource control?
