I have been wondering why is it not allowed to own a private college (e.g; a private medical college, not a full fledged university) and affiliate it to an existing university in Nigeria, as it's done in other countries like India?

Because you will need many Credible regulatory and inspection authorities.
It requires Transparent periodic inspection and Approvals . These thing dont work in this continent.
