Because the application of this Islamic law is grossly unfair and outrageous given that a human life is about to be taken in a secular country for insulting a religious figure, which is a logically disproportionate penalty.

In all honesty, what then differentiates you, and everyone else that believes in the execution of this blasphemer, from Boko Haram? Given that they also take human lives because of their belief that the victims have violated Islamic law. Please answer this question critically.

Atiku doesn't need to be the president to speak on issues like this. Joe Bidden, with all his buts still have millions of Americans who expect him to react to some of Trump's statements, policies or claims. It doesn't mean Bidden is the president neither does it imply the people don't know who is in charge. It only means they look up to him and expects to start acting responsibly. Atiku is a known critic of whatever Buhari's regime does, so it is only normal for people to ask him to speak up.

Atiku is coming back in 2023, most likely under the PDP, if he needs votes, he must appeal to both sides and do a good job while at it.
