Gmail and Yahoo mail services are pretty similar worldwide and phone numbers only serve as another level of authentication especially during password reset, and it's absolutely optional and can replaced with another email account. I actually don't think there's any email provider that will insist on a different number for each new account cause it's not out of place for one to have more than one email account.
