Most people didn't watch the video,if you did you would notice that his phone wasn't stolen,he actually passed it to a friend of his and made a false alarm.

That officer's phone wasn't stolen. I have the video where he secretly passed the phone to his colleague and pretended as if he his phone was stolen just to disorganize the whole process. They are the real thieves and armed robbers.
