Looting, burglary, break and entry, whatever you call it ARE NOT CAPITAL CRIMES. Even if they are, the police are not licensed to kill except under threat of deadly force. If any citizen cannot understand that then we will continue to suffer.

If we cannot improve law enforcement then we have scant hope of reforming this country. We are then only good for dictatorships and totalitarian regimes because to make an omelette of development and advancement all nations have, are and will continue to break eggs.
