Don't take the OP seriously. The document is to protect witnesses and POIs called to the panel before the verdicts. Oh, and Nigerians only fear mythical and traditional oaths, so these paper doesn't restrict anybody from leaking info.

It is normal. Intelligence officers swear it, Senators on sensitive issues swear it(in many countries), special investigators swear it, and defense researchers also swear it. The oath doesn't stop any determined person from leaking info to newsmen.

Needless swearing to an oath of secrecy. The needed oath should be to discharge the duty assigned in line with The T.O.R. and impartially and faithfully.
