No that's not it, it is standard practice to do social responsibility for your community you come from no matter how little you can as far as you are in the position to do so.
It is just a one or two project to give back to your community which Jonathan failed to do.

As much as I want to blame GEJ....the fact is, what is the vice chancellor, the governing board , the local government and the staate government doing about Otuoeke?

Bayelsa gets 13% deriviation on top of its monthly allocation. What is it doing with the money?

And what is the Ministry of Education doing too? The University falls under their diktat.

How about the construction company hired to build the buildings? Did they build the stuff well? Did they take into account the type of soil on the ground, the potential to flood, etc?

When things go wrong, it isn't all Abuja's fault. True governance involves a lot of people doing their jobs well...
