Who told you, you will pay 7.5% tax on every penny that enters your dorm account? That's not true, unless I am missing something here.

Ok what is the Best way to get Forex (usd and RMB) cheap to pay your Chinese Manufacturers/Company and what payment system is the best and Safest, especially for a new importer?

Unless you have a contact in the govt, there is none.
Get your dollars from aboki and run your business. Pass the cost to your client. If you keep on looking for a non existence official rate, you will be scammed. BEWARE!! That rate is meant for the Dangotes.
