Why not log out all users from backend and mandate them to update their DOBs on their profile before they can login again.
Then visitors too are mandated to provide their DOBs info before they can proceed to the site?

Update: Someone said people would refuse to their true DOBs. Anyway, instead of requesting for the full DOB details, the site admins can adopt the format used by the OP in form of a survey.
