I am starting a new business and needed people with these qualities/skills.

1. Attention to the smallest details
2. Perfectionist

Please how can I spot people with these qualities. What questions should I ask to at least get an idea of their personality.

This new business I am starting will require my workers to make sure every detail is taken care of. My potential customers must smile at the end of every job.

Your best bet would be psychometric test, which you can use to determine if a potential employee pays attention to details or not.

When recruiting for entry-level positions, the best is Criteria Basic Skills Test (CBST), which evaluates attention to detail along with a number of other skills associated with job readiness and trainability.

A little google will give you an idea about the nature of the test. If it sounds complicated, you can use the services or recruitment agencies or perhaps, hire a Human Resource Manager.

Seems customer satisfaction is a top priority, and it shows you're indeed ready for business. When you win the heart of the customer, you can have anything.

I would also advise having a Public Relations Officer. He will help maintain relationship with your customers, and seek for ways to improve your brand.

I once worked as such in a Fast Food Restaurant here in Umuahia by name, Jovit. It was indeed a priceless experience.
