I think the way the army operates is for such legal processes to be sent to the supervising office of the summoned officer (or to the army headquarters) which will then direct the officer to appear before the panel. He can not appear on his own without clearance from his superiors. The summons should've been addressed to his superiors. This may not be obtainable in saner climes but that's the way it's done here. Bello will not honour the summons if not directed by his superiors.

Are his Superiors above the Constitutional Court of Nigeria? A Brigadier General is before the Panel and here we have a Let Col. refusing to accept the Panel's summons!
