Because the people of Uyo are seeing a tarred road for the first time in their life does not make the city more developed than others that has been seeing such dating back to 1950(s).

Beauty could be because of greenness, Newly tarred road, Nature (like hills, mountains), but development covers all areas of progress which includes;

Infrastructures
Industries
Educational system
Job opportunities
Population
Housing
Social amenities

places like Uyo, Akure, Warri fall short of the aforementioned, they're just growing up,you can't compare them to cities with rich history of development dating back to 1950(s)

Only Jos, Kaduna, Port Harcourt, Lagos and Abuja are worthy of being in top 10 from what the op listed.
