This implies merit based recruitment and certainly those with connect (if we're not kidding ourselves). But mostly merit based.

CV (experience level, course of study etc), score in test + states and quota. Interview is highly unlikely.

All things being equal, it's within the first quarter of 2021. They were supposed to close out on the recruitment process December, 2020 if not for the civil unrest and some other unforeseen issues that raised their ugly heads in these past few months.
