The verging issue is not the NIN linking but approval by NIMC.
Cause' most Nigerians didn't use exact names to register their SIMs as it is with NIN.

Reason is that:
They fear of fraudulent SIM swapping by unscrupulous people using their known details.

My friend let me tell you something.....humans will always do the wrong thing unless you put in checks and balances.
Things work in other countries because checks and balances are put in place and action is taken immediately when things are not going right.

And the reason we put people in power is for them to offer these checks, balances, and policies to keep our society running accordingly.

So when they are not doing that, then they are to blame....even worse is when they don't even take appropriate action when informed about the situation.
This does not mean the citizens are not to blame too, but the larger responsibility falls on the leadership.

Imagine if this same thing happened in the UK, what do you think their response would be...pls speak truthfully.

If a person can't solve problems like this they should not be leaders....leadership is not for everyone.
