There isn’t much known about how they operate.

Arrest kidnappers in a gun duel? Even in advanced countries, the security forces won't spare them the moment exchange of gun fire is involved.

It is like people have now moved from yahoo to kidnapping now. The next target of security operatives will now be kidnappers, but I doubt if police can take them on unlike they were incarcerating every youth and calling them Yahoo Yahoo.
