Why have federal workers still not received their November salaries not to talk of December.

You have to be specific instead of generalizing. I’m aware some few federal MDAS have been unable to pay salaries as a result of exhausting their personnel vote. However, most federal workers have been paid so it’s very wrong to say federal workers have not been paid.
