why not convert the building to a public utility? How has destroying the building done any good?

Demolishing someone property tactic or exercise for the way to curb criminal activities is barbaric and unacceptable.
arrest the owner of the property if they found guilty then now you have the evident to jail the person according to the law, don't accept bribe from the person to be a greatest lesson for the person that will make them completely stop themselves engaging in evil again.

this is one of the best thing the governor have done. I know the hotel personally, it is beyond hide out for criminals, also a place for fear inputs. The day I had a notorious criminal killed a young woman in hotel, slice her like bread was one of my most scared days.. The hotel is so hiden but have much patronages than hotels in cities

Stop talking like a child. Let the owner blame his poor management of his business. How can you have a business and you don't know what's going on there? If you feel you can't always be around to manage your business and you can't also get a good hand to do it for you then you should close down the business. It's safe shutting it down than allowing it create a problem for you.

What would the governor do if he found out that some people in the neighbourhood where the demolished hotel once stood knew kidnappers and armed frequented the hotel but made no reports to the police? Would he order their houses to be demolished too? Me thinking out loud?
