It's a developing area, even-though there are private refuse collectors in that area some miscreants still do what they feel like doing.
They don't want to pay.

I have watched a number of news-items on that refuse dump.
The local assembly have warned the community severally. The dump site have been closed down but it is what it is, some few people still do their thing at night .
