No, they have never controlled the police. Even during elections, what they do is bribe them with a lot of cash to do their bidding. The opposition also bribe them, but since the governors have a lot of state funds, their bribe money dwarfs that of the opposition. So the police do their bidding. As expected, no governor is interested in bribing the cops to rescue the kidnapped victims. More so, the police are scared of the better armed kidnappers and bandits, talkless the dreaded Boko Haram and herdsmen. So the victims and populace are on their own. Basically. politics in Nigeria is business, the governors would not spend "unnecessarily" on citizen's security, funds that they've earmarked for their pockets.
