As usual. A tribe of murderers move from state to state killing people with reckless abandon. The police steps in only when people start thinking of options of self help. They don't step in to arrest, track and persecute the killers and murderers like they would for others. But to prevent those killed from taking action. The only government I would say that tacitly supports home grown terrorists against its people due to tribal affiliation and in the process undermines it's own internal security.
