Nigeria's tax to gdp ratio is like that because of its inflated population figures..

reduce Nigeria's population to only southern Nigeria's population and you'll get the correct tax to gdp ratio.

There is something called the breakeven price of oil...the price at which an oil producer like Nigeria needs to have enough revenue to balance the budget. In 2012 it was $122. Oil under GEJ was higher than that...for a few months.

Well, democracy is also by nature participatory...that's partly why things work in the bigger demcoracies...because people don't vote and sit at home.

Using your argument, many of the great achievements in US democracy won't have happened....because people would have sat at home after voting and let the 'good leaders' do the job.

Also, the big democracies work because the source of their income is industrial...not like Nigeria that relies on oil. And as such , everything has to work...or else reduced income.

And high taxes work. A lot of Nigerians praise South Africa....which has a higher tax rate than we do. As a result...government has more revenue to spend. SA also has heavy duty corruption issues...

According to the Joint Tax Board, there are ten million people (precisely 10,006,304) registered for personal income tax purposes in all the states of the federation including the FCT. Out of this, about 4.6 million or 46% are registered with the Lagos State Internal Revenue Service (LIRS) indicating an average of 153,000 or 1.5% per state for others.

Compared to the labour workforce of 77 million at the end of 2015 according to the National Bureau of Statistics (NBS), the number of people in the tax net is only 13%. Ironically even government as the largest employer of labour is not fully compliant in deducting and remitting taxes on the salaries of their workers. This shows why there is a very low correlation between the high public sector wage bill in the budgets and the paltry personal income tax collection nationwide.

With respect to VAT, the finance minister was recently quoted as saying the rate of compliance is about 12%. In fact, this is the ratio of the VAT registered entities that are filing returns and remitting VAT. When compared to all taxable entities (registered and unregistered), the compliance ratio will be much lower.

The situation is not any better for corporate income tax. Before the recent increase in corporate tax registration, the immediate past finance minister said 75% of registered companies were not in the tax net while 65% of those in the tax net do not file returns or pay taxes. This translates to less than 9% of all companies operating in Nigeria.

Plus as you can see Nigeria has a low tax to gdp ratio, even when we go state by state, region by region. The fact is, even if we cut the populaiton of Nigeria to just Southerners as you postulated, it would still be very very low. Most people don't pay adequate tax.

Documents are written by people who can make up anything to suit their agenda.

In countries that have high tax to GDP their high taxes are from employed people. Nigeria has low tax to GDP because of the high unemployment rate and that's one of the reasons why to any realistic person Lagos will have the highest tax to GDP ratio. They didn’t know that their governor was negotiating with Nnewi people to assist in making Keke ambulance available to them.

Obiano and Anambra state will keep helping South west states not minding the name callings and the bad belle. We are that generous.

Sorry, but that's a very very flawed argument that usually gives people carte blanche to ignore facts.

In countries that have high tax to GDP their high taxes are from employed people. Nigeria has low tax to GDP because of the high unemployment rate and that's one of the reasons why to any realistic person Lagos will have the highest tax to GDP ratio. But you are a documents person so your knowledge is limited to piece of papers.

The experts say it is because of the high numbers of people employed in the informal sector.



But even then....taxes is a good way to raise the revenue. Oil is not enough for all of us, and agric is not a sure banker...

The experts suggestion to raise tax revenue is simple...AS put by BBC.

A clear political mandate to tackle low levels of tax payment

a simpler tax system with a limited number of rates and exemptions

using taxes on goods and services

boosting tax collection by using new technology

Either way we must raise the tax revenue in this country. Other African countries have employment issues like Nigeria, and also have higher tax to gdp ratios....

If you don't like the idea...and I don't like the idea of higher taxes as well...then don't complain about tricycle ambulances, and low level of government services. You get what you pay for. We pay low taxes, we get low services.We are a poor country, and we can't afford Ferrari on our bicycle salary.

Let’s not be quick to compare Nigeria with developed countries when it suits us. The purchasing power of Nigerians is not on the same scale with their citizens.

Keep in mind that we as a nation have a low tax base, ie...a very low percentage of people of this country pay most of the tax burden...as this BBC report puts it

A World Bank report in that year put the country's economically active population at 65 million - so even with rising numbers of taxpayers in recent years, that is still less than 30% paying tax.
