The ban didn't block anyone's funds, just no further transactions, you can withdraw your money without issues

I don't think the story is completely true. Maybe there's just delay in salary payment and the rector is being held responsible by the lecturers. If he actually invested that money in bitcoin, with the recent rise in value, his profit alone go reach am buy land and build house. Why would he be on the run with the entire money?
